of the month.Five weeks were spent in Nicaragua, duringwhich time the harbor problems were studied,all the camps of engineers were visited, additionalinstructions were given the division engineers incharge, and a careful study was made of thework being done by the engineers in charge ofthe hydrographic work and the borings. Tendays were spent by the commission at the capitalof Nicaragua, where interviews were had withthe President and higher officials concerning thequestion of concessions. From Nicaragua the commission went bysteamer to Panama. The other members of the com-mission went to Port Limon, Costa Rica, andthence to the capital of the country, San Jose,where six days were spent in conference with thePresident and higher officials. From Costa Rica,the commission returned to New York. It wasunable to visit the capital of Colombia becauseof the insurrection then in progress. Upon therequest of the Department of State, however, arepresentative of the Colombian Governmentspent several days with the commission duringits stay on the Isthmus of Panama.
